You forgot to put dinner away and it sat on the counter all night. The question is simple: is it still safe to eat? Usually, no.
The general rule is that perishable food left at room temperature for more than 2 hours should be thrown away (1 hour if the room is above 32°C). Bacteria multiply rapidly between 4°C and 60°C — the "danger zone." Rice is especially risky — Bacillus cereus spores survive cooking, and the bacteria multiply fast at room temperature, producing toxins that reheating won't destroy. When in doubt, throw it out. A wasted meal is cheaper than food poisoning.
