A blurry, tilted photo of a document taken with your phone camera is not the same as a scan. Scanner apps auto-crop, correct perspective, enhance contrast, and save as a clean PDF — all from your phone. The result looks professional and is accepted where a sloppy photo might be rejected or asked to be resubmitted.
