If the noise continues after a polite conversation, document specific incidents — dates, times, duration — before contacting your landlord or building management. Many places have quiet hours in the lease; knowing yours gives you leverage. As a last resort, local noise ordinances exist for a reason, but burning through goodwill should be the final step. Most neighbor problems resolve with a single honest conversation that assumes good intent on both sides.
