In most organizations, no one is going to tap you on the shoulder and say: "Now you're allowed to contribute more." If you see a problem, start fixing it. If you have an idea, start a prototype. Initiative is the most underrated career skill because it's rare — most people wait to be told what to do.
You'll occasionally step on toes, and that's fine. The people who move things forward always do. Just be thoughtful about it and keep your manager informed.
